You right, but the Oxford Story tree also offers you workbook which ORT doesn't offer.
To make NET easier to each, may be better use OST.
But in stage 2, both ORT and OST has words & sentence in the book. To me, both are the same.
The English class teacher told me that they will go thro some of them (1 to 1) with the children during the class and the remaining will be used at home for reinforcement purposes. However, I forget which one will be used at school.
