Thanks for your supporting to my view.
In years 2007 and 2009, as a parent with an autistic kid, I explained to HK Government Education Bureau why Hong Kong needs to establish an autism-focued public primary school. But, they just igorned my suggestion/rationale.
Within years 2007 to 2009, HK Government mainly concentrated their public funding for the mainland students studying in HK universities and the noble schools.

On the contrary, HK Government aimed at cutting public funding for the disabled students in HK. For example, they will not do sensory disorder (or OT) assessment for the autistic kids in the pre-primary school assessment. An occupational therapist told HK government can avoid paying money for OT treatment for the autistic kids if this assessment excludes sensory discorder part.
Even for the autistic students stuying in mainstream primary schools, Education Bureau seems not allocating sufficient funding to support the autistic kids properly. HK Government Department of Health (D of H) usually recommends to Education Bureau to provide the following support services to autistic kids in the mainstream school.
1. Intensive remedial services
2. Intensive behaviour support at school
3. Intensive speech therapy.
But, if you ask any parents with A-kids in mainstream primary schools, they almost never experienced the above recommendation (by D of H) be fully implemented by Education Bureau.
