For normal kids, they should speak their first words (usually baba/ mama) around age 1 provided that they have sufficient appropriate language stimulations. If the kid doesn't have enough models and chances to practise (both listen to commands and express his/her ideas), they might become delay. i.e. the language development is lagging behind his/her peers. If the kid doesn't have other problem like autistic, low IQ, etc., he/she should catch up when he/she got the stimulations.
Parents should be well aware that to help your kids to talk is just COMMUNICATING with them naturally. Use simple words/ sentences according to the kid's level. Rote counting 1-10, memorizing the letters ABC is not a kind of communication. It's rather academic that should come after he/she gets the basic skills to interact and communicate with others. Different games and toys can create many chances to communicate. Make fun and always give the kids praise and reinforcement like big claps and smiles. And remember child try to USE a word when they understand that word.
