Some general features of Autism:
Deficits in
1. language
2. social interaction
3. play skills as reflected in a restricted interests/activities and the lack of imagination
Excess in
1. self stimulation (e.g., hand flapping, making strange noise, body rocking...)
2. inflexibility to daily routines
3. ritualistic behavior (e.g., have to rub hands 3 times before picking up a pen)
4. tantrum, agression(self or others).

Autism interferes with a child normal learning process. Depending on how severe it is, learning does takes time to catch up. Also, parts of the IQ test assess the children verbal ability, which is one of the deficits of autism. This explains their not so good scoring in IQ test.
On the other hand, the so-called strange behavior are usually self stimulatiroy behavior. Because of their lack of play skills and restricited interest, autistic children usually like to engage in such awkward behavior to generate own pleasure. Also, these behaviors are more frequent when the chil is under stress or try to avoid demands.
