Was the assessment at the gov't health centre the routine 2-yr check up? I guess so because one usually needs to wait for the assessment at the CAC. Usually a nurse will meet with you and your child in the first visit to collect information, observe the child. Then they will have internal meetings to discuss the case and see which kind of doctors should do the assessment, after which they will decide what kind of training is required. Of course waiting time is long because of the high demand for their service.
It is quite strange that the staff at Heep Hong said they would arrange training for your son without first arranging for an assessment with him. I remember, but am not sure, that Heep Hong will not provide services to those who already enjoy the government services. However, it doesn't matter if you are just queuing up.
I am no medical staff and I can't say what kind of training is needed. From what you describe, he is late in talking and has weaker social skills than other kids of same age. But in any case, do follow what the doctor said, talk to your son more. 2-way interaction is very important in learning everything, speech and social skills also. If you are full time mum, really spend lots of time with him. Be a reporter and describe to him what he is doing or what you are doing. e.g. You are wearing red pants. You are drinking water. Look at this lovely yellow bird. Mama is cleaning your nose with a piece of tissue. We are wearing shoes to go down to the park. If you are working mum, ask the care taker to do so. Reduce TV time. Increase play time (don't let him play alone, play with him), reading time. Encourage him playing with other kids in the park. Enroll him in playgroup or nursery. All these are generally good for all children, not only children with special needs.
