Maybe the kid is very very sweet + he/she was
born in the beginning of the year + he/she can
follow all the teacher's instructions (even he/
she didn't talk)....etc.

I agreed, I think the impression including the attitudes of both kid & the parent, the comprehension ability, the EQ...... & the way that the parent know how to facilitate the kid when they had problem during interview & how to praise the kid when they are doing good...... lots to consider......nobody knows their marking scheme, we just try our best.........& let them rate.
