Accent is only part of the whole thing....as you all were discussing, to learn a language isn't just about the accent. But having a close to native accent (be it America, Aussie, British or others), does tell something at times.
I interact with many consultants and professionals each day at work. When you do meet someone with a foreign accent (but they are Chinese), you do expect they must have had their studies done at overseas and from small age (not just uni, for example). Those with HK accent are mostly having their studies in HK, and not to be too generalizing, they do impose some difficulties for our expats to understand at times, if their Eng pronounciation isn't accurate. And from what I've seen, those from HK are more often to have such problem too. Well, not intending to de-value those studying in HK, they do need to at least pay the efforts on pronounciation so even without a foreign accent, they won't lead those who expect accuracy to guess what words they are using.
To give you examples, like many of those you have mentioned, beach becomes bitch (what a joke), umbrella becomes umbella (still can guess), actor becomes ator (so can't even guess what it is), etc.
