Interesting guess. Not a guess. We experienced it.
The therapists will use standardised assessment tools, either developed in-house or international kits to do the assessment.
If the therapists use their experience to "observe", or "talk", or "communicate with" the target, the methods are not systematic and not scientific at all. They may be able to tell the target is having delay, but without an assessment kit, the therapist can't tell how many months are the delay, and what area are the delay.
Experience alone nowadays is not good enough for an accurate result. Telling yes or no is far not enough, but the therapist needs to give points to the target, say a number from 1-10 in language development, and another number in motoring skill etc.
But in order to take the assessment, the target must have certain degree to understand the instructions or make response. 14 months is too young.
