Based on what has been communicated to the parents, there will be more students than ICNs, so it is possible that ICNs are not available to everyone that wishes to purchase one. The previous batches of ICNs that were available were supposedly on an allocated basis, but I don't know whether the applications exceeded the available ICNs, and whether it went to a draw to determine allocation. So there's no guarantees that an ICN will be available for purchase, but I would imagine that most that wishes to buy one should be able to.
The capital levy is estimated to be at $25k/year. I don't mean to be harsh, but frankly, if the extra $25k/year (if you can't purchase an ICN) will be a big burden for your family, then why is the $100k/year tuition not a big burden as well? Should IS be of consideration to you at all? Almost all through train IS in HK will cost around $100k/year or more. If that $25k burdens your family, then is the $100k burden worthwhile, compared to the negative impact it might have in other areas of your life?
With the capital levy, it'll be as if the tuition was $125k-$160k inclusive of the capital levy and consumables, which is in line with every other through train IS in the city (with the exception of ESF, at least for now). This is really what anyone considering putting a child into IS should be budgeting, whether CAIS or anywhere else.
