If I were you, I would join their membership because of the following reasons:-
(1) Being a member you enjoy priority over non-members in enrollment. When I enrolled my child in Toddler's World a few years ago, the staff told me this playgroup is quite popular and always get filled up very quickly.
(2) Their fees are cheaper than many commercially run playgroups, so you get your $3000 membership money back in the form of savings on fees.
(3) They have many other classes for children and adults which may interest you, as a member you have enrollment priority for those too.
Yes you need to renew your membership annually but it is only $1200 for the entire family, you don't need to pay the $1800 first-time processing fee again.
Having said that, you should also set your expectations correctly, Toddler's World is just a playgroup, not exactly an academic class, so there won't be assessments or certificates other than verbal feedback from the teachers. Most if not all of their teachers are of South or South East Asian ethnic origin but they do speak good English, likewise the children are mostly Asians or Orientals, this should not be a concern unless you are expecting to see white faces.
