For the past years, the University would accept repeaters.
However, as far as I know, most of the past successful applicants applied for admission on the strength of one certificate or diploma. If they failed in the first attempt, they should have re-taken all subjects again and had the full entrance qualification in one certificate.
However, it appears to me that those who made the complaints now apply for admission on combining the results of 2 (or more) certificates.
Each universities told the press that they had admitted AL repeaters this year. I think the successful candidates should have re-taken all the subjects again and could present a complete certificate to make the application,
My observation is "those not accepted is not because of the late publication of the result-- for otherwise, it could not explain why the universities have admitted students who relied on 2013 HKAL results, they are not accepted because they were not competitive in the application pool (when they were compared with other NJ applicants and other AL repeaters who could apply on the strength of one certificate to compete the limited spaces available for NJ applicants."
I note in one case that the student obtained two As in AL (Chinese and Chinese History) and one A in AS subject but failed in English last year. He spent one year to study English and obtained an E this year. I do not know the true reason why the universities do not admit him. However, it appears to me that his ability to study in a higher level is not so high as compared with other NJ students.
I am worried that if they only complain and do not take steps to improve their competitiveness, (i.e. by taking GCE-AL), they might not be admitted next year.
