I really don't think fluent English is a requirement to study in IS. Just like if a kid can speak fluent Cantonese or Mandarin does't mean he or she can study well in LS. In primary school IS usually has less homework, kids need to well use of the time to read a lot of books in order to build up a strong language and self motivate foundation. The secondary requirement are much much higher than lot of LS. Less homework not equal to easy studying, if a parent looking for a shelter to escape from homework or test burden from LS and then change to IS, you have to rethink about it. As you may feel frustrated that the kid may not adapt both system.
IS and LS are using different approach to study, parents should observe their kids character first, then study more about both system and choose the one suitable for them.
