Sorry for late reply coz we're moving house these few days.
Actually, my girls have had lessons in it for 9 & 5 years respectively and I haven't heard of any cases just having one kid in a class.. In my personal experience, a four year old child can be placed in either BB or Pre-Primary (PP) class.
There're many kids in BB and PP classes (around 10), in examination class (children who take RAD exams, usually all children will take the exam coz they can get a certificate which is validated throughout the world), there're averagely 8-10 kids in each class. You may try and ask ms. wong to place your child in normal class, since BB class is not going to have exams (examinations will start from P (Primary) class, Pre-Primary students will take presentation class only.), I saw some new students entering her school before and all of them were placed in normal classes but not a new class, perhaps you could ask her for more information when you meet her next time.
Individual class will not be a good choice for a four year old child, she may get nervous because she's the only one student in class, and cooperation is one of the elements in ballet, if only one child in class, she can't learn how to cooperate with others, also, in lower grades (BB/PP), teachers like to create some group dance for them (around 10 kids in a dance), this experience is really treasurable, because after BB and PP, children will take exams and they've to practice and work for it, there will be no extra time for them to dance in a group of people, some actions in exams are required to dance in a pair, no more group dance.
In normal class, children can also build up their friendship and tacit understanding, my daughters best friends are all in ballet class but not at school, they know how to tolerate with each other, this is difficult to find in school.
If ms. wong is too stubborn that she didn't place you daughter in normal class (after you've requested), than I suggest you transfer to other schools, you may think to stay unless the class have at least 3-4 children.
Individual class is more suitable for higher grades students, more skills and techniques are required, teachers can observe them in individual class, but such a young child, I don't really suggest indiviual class.
