Far as I know, applications for school year 2006-7 and Y1 for 2007-8 have been closed.
I'd suggest your friend to call the school for next year's application.
By the way, I would tend to separate the issues of "being bullied" and "switching to CKY". First, changing to another primary school may not be the best solution for "being bullied in the current school". Your friend and his/her son should think of different solutions and compare their pros and cons.
Well, if changing school seems to be the best solution. They should then consider whether CKY is suitable to the child.
As you may know if you have read the discussion on this thread, CKY has quite a different teaching/education approach. A new kid might need some time to adapt to it (esp when other students in his class have been with CKY for more than a year).
As to the standard of English, I assume it is certainly a criterion but I don't have an idea of its 'weighting' in the overall admission process. Fair to say, too poor one's English standard may pose him/her difficulty in an interview.
Would other CKY parents share their views?
