Even with the so called english medium schools, the standard of english is second language level. No overseas universities recognise them as genuine english medium schools, and all students are requested to take TOEFL or IELTS (Students from international schools do not have to sit for TOEFL or IELTS, although some still chose to do so).
I think we all understand that the english medium schools in Hong Kong merely means more immersion in english environment. Students do not have (may be some do but not majority) english standard at native or first language level. I think it is quite acceptable to have some of the subjects taught in Chinese or even using Chinese test or exam papers.
I am not sure why your are so concerned. May be you think they kind of cheat by finding an easy way? But well, universities know what standard the students are, do they? If universities have no problem with taking students from even chinese medium schools, what is the problem with english medium schools teaching in chinese. I think we do not have to be too 睇唔過眼
