Secondly, thanks for referring to St. Louis as I am personally familiar with their situation. They in fact only have 45 P.6 students last year so it was exactly what I use as reference when I say the school is responsible not to rule out any students for extra reserved seats. There are no mistakes and the number was correct. I have cross-checked with the school management previously.
Certainly agree a school can estimate the number of students in each banding but you have to be aware that since around 5-6 years ago, the banding of each schools changes every year. So, it was totally different from the previous SSPA where the same banding has been used for many many years. As a result, it is an irresponsible act if a school try to use an estimate of banding and then provide an estimated reserved seats. The number MUST be able to cover the qualified students (of course with the school's discretion).
