my friend studied in Canada and continued his study in GSIS. finally , he got accepted by the medical school in HK.

Do the students need to take any public exams by themselves in order to get a place in the local universities?

Under the current system, applicants are classifed into JUPAS and Non-JUPAS.  JUPAS applicants are those who sit in the AL exam in that year.  All others are non-JUPAS.  Universities do accept non-JUPAS applications each year but how they process them in not as standard as JUPAS ones.  In fact, different departments have different admission criteria as well.

In a word, under the current system, there are channels for international school students to apply.  Just, there is no standard way to be assessed.

Students in international schools with US system do not need to sit for public exams. So, can they just use assessment/exam results taken within their school to support their application in local universities? Or, they need to do something else (e.g. taking public exams like GCE?)

It really depends how the department you apply assess your school.  There is no standard.  Of course, taking standardized exams, such as public exams, would help professors to evaluate the qualification of the applicant.  If I were you, I would let my child take public exams though.

Moreover, as far as you know, are many international school students enter local universities?

I would say very rare.  I have relatives and colleagues who have children studying in international schools, none of them would want their children to study in local universities.  Me too.

In fact, I have confidence in our local tertiary institutions, which I think, according to my own experience, do not differ much with overseas universities in terms of curriculum and professor qualification.

That depends on what overseas schools.  I don't think any HK university can compare with MIT, Stanford, Princeton, etc.  To me, I would treat where to do university is a matter of where you want your child to have a chance to develop career there.  I will definitely send my daughter to overseas because I want her to have chance to work overseas and in HK.  If your children get only a degree from a local university, I don't think they have much chance in getting a job abroad.

I have the same concern regarding my child's ability to read Chinese.  My brother's children are going to ESF and he is having a nightmare making his children do their Chinese homework.  I understand what the Chinese standard of international school kids are like and I don't expect them to be as good as local school kids.  However, I believe that very poor Chinese reading skills would limit a child's career opportunities in the future.  It is also an advantage to be able to read and right Chinese even working overseas.  Would you be kind enough to send me a PM on this issue?  Thanks.
