I personally do believe the order of the application has anything to do with the admission into GSIS. It might but don't think it is a strong factor. I think the child needs to demonstrate certain qualities that GSIS believe is outstanding in order to get accepted. But this is something no one really know what it is.
I don't think they are selling any corporate debentures now. As for the personally debenture, one only needs to buy the debenture if the child is accepted. So the answer to your question is no because the personal debenture plays no factor in the admission process.
