Phonics or Oral course

My daughter 3.5 yr, a question has always been popping up whether I should send her to learn English Phonics or general English oral course.
She had participated Phonics for a few mths when she was 3. From my experience, I think Phonics is not really helpful for kids in such a small age. As u know, phonics is purpely memorise and it is no fun at all. She just totally forget what she had learnt after class and seems like wasting money.
On the country, oral class seems to have more fun as it is more interactive.
Can some other parents share with their thoughts ?

I think oral course is more useful for little kids and my kids don't really remember phonics after weeks later which has disappointed me as well. So i am now sending them to some oral courses instead. Some can be cheaper if the center has native speaker but just not a foreigner. I think the quality wont differ much.
