Yes, anyone can apply for a seat in ESF primary school. My son didn't attend an ESF kindergarten and still got admitted to an ESF primary school.
You need to choose a kindergarten that is all English to help prepare your child for the ESF Year 1 interview. Providing a good English environment at home is also important. Your home location/address is an important factor in determining the chance of getting an offer for interview though. Some areas in Kowloon / NT is very competitive when comparing to HK side...
