Given the followings, which would you choose for a 12 year old girl?

Vancouver:
Have CBC Cousin of same gender and age, homestay with my sister.  Will study in same secondary school of cousin.
Canadian citizen going to public secondary school.  May need to pay non residence fee for a couple of years!? Homestay fee around HKD80,000 a year

Melbourne:
Australian citizen, staying in residence of private secondary school.  Have grandparents and aunties and cousins there, but the eldest cousin is 5 years younger of opposite gender.  No relatives can provide homestay year round as they all travel a lot, dorm and private tuition fee over HKD250000 a year.
