For the time being you should concentrate on your coming exam since this exam result is very important for applying DSS.
As for Speech Festival, I strongly recommend you to join it because even if your daughter cannot win anything, she can still gain experience and build up her self-confidence in facing an audience. It won't take up much of her time in practising.
For Cambridge, if you are considering Flyers, you can take the test during summer holidays or early school term (i.e between July and October), but please check with the Britsih Council website on the test dates and registration deadline. But for KET, the test will only be available in late November -- again, check with Br.Council. Its result will be available two months later, so you can still submit it as supporting data. I personally recommend you to take KET because nowadays more and more students are getting good results in Flyers, so you need to move to a higher grade. I know some P.6 students even attend the PET test.
As for Music Theory, well, it also takes time to study and do exercises. My daugter also took her Grade 5 exam last April and Theory exam a month ago. Since the result of the Theory exam is not yet available, it didn't help her in applying schools, but she told me that the things she's learnt helped her a lot in understanding more about music. So it's up to you.

) For English, I don't know whether the Cambridge tests are useful or not, but its no harm to take the test. My girl took the Flyers test in P.5 and KET in P.6 (last November). You can check with British Council to see whether there is any KET test available soon. Another English test you can consider is London Tests of English (check pearsonlanguageassessments.com), but my daughter didn't take this since she has already taken Cambridge test (I think one test is enough). For Putonghua, try GAPSK (check www.gapsk.org). My daughter also didn't take this test but her classmates who have taken the test said that it is quite difficult.
