Even for all U.S. citizens living in the United States. As long as you do not live in the State you study in, i.e. if you go to UCs but you hold residency of another State, you have to pay non-residence fee. You can only enjoy residence rate when you are a California citizen (I think does not include green card, only permanent citizenship, not sure about this)

I have done some research lately, and it is very difficult to edtablish residency for in state tuition if both parents do not luve in the state.  But US citizen kids can apply for federal financial aid, same as other kids.  Because of this, I have decided to apply for private college and universities as they are more generous on aid snd merit based scholarship than public state universities if you dont have residency established.

實況確是這样.  數年前, 兒子申請美國大學, UCB是其一選擇, 我當時也以為他是美籍, 只要他在加州住滿一年, 交non-resident fee, 考車牌, 報稅, 有相關居住証明, 第二年就可以交resident fee.  上UCB網頁一查, 才發現完全不是那麼一回事, 諸多規限, 很難達成, 除非父母也回流加州做正式加州居民.  

很想回美國升讀大學, 成績也上佳的兒子, 當時就說申請私立大學因為它水頭充足.  結果他申請的兩間Ivy League失敗, 兩間一綫大學waiting list, 但另外四間都或多或少給了他merit based scholarship, 金額由二萬美元至三萬餘美元, 包括USC, Washington U. at St. Louis和Carneige Mellon.  他也比較幸運, NYU Stern居然給了他五萬二仟美元full scholarship.  然後大二, 大三, 他年年上Dean List, 年年繼續full scholarship.  他在Stern如魚得水, 大學四年學分三年完成.  現在目標定在研究院, 說若能拿奬學金就讀下去, 不然的話, 先工作也無妨.   有兒子這個例子, 我是極之鼓勵有美籍身份的學生把申請重點放在美國一綫私立大學.

I think most scholarships offered by schools are grade-based, and mostly in-school grades, meaning they can only apply after their Freshman year. But I am not familiar with scholarships offered before going to the school...There are a lot of scholarships offered outside the schools though, like Chegg, those you can apply yourself

true...since most private universities charge much more tuition than public ones anyways

You have to prove that the child is independent financially, and I think for two years before she can be registered for in state tuition (unless she is over 24 or married).  She also has to work out a budget sheet and submit to school to prove that she is self sufficient. You cannot claim her as a dependent on your tax return for these two years too.
That is what I gathered from UC website.

I am not sure for UC, as scholarships are limited.  For most private schools, you get the scholarship when they offer you (accepted).As in the US, most kids compare the aid and scholarship from each offer to decide which college or university to go to.

兒子只申請三間州立大學, 2 accepted, 1 wait-listed, 當時只收到acceptance通知, 大概是要學生接受了offer才會有後續.    私立大學方面, 兒子收到NYU Stern通知時, 我正好在家, acceptance & scholarship是同時發電郵來的.

1) 除了SAT I, 兒子還考了三科SAT II, 三科AP.  這些考試時間要預先安排好.  還要預留時間, 萬一SAT I考得未夠理想, 可以再考一次.  他唸IB, 基本上大部份有志申請一線大學的同學們, 在IB第一年的12月份就開始考SAT, 到IB第二年開學後的11月份, 這些考試都要完成.  
2) 對於選校, 兒子學校有所謂reach, match, saftey的建議, 大概每樣三份一, 兒子共申請了11間美國大學, 都是依這個方向.   校方有一個平台相當實用.  登入平台後, 點擊每間心儀的大學, 就會看到一個graph, 一大堆紅點(accepted), 藍點(waitlisted), 綠點(rejected), 還有相關的SAT I分數.  原來大部份拿到UCLA  offer的本校同學, SAT I只需要2100分上下, 但Berkeley的分數明顯高出100分.  又, 2300分也被Brown拒絕.  同學參照這些分數, 再衡量自己的實力, 比較拿捏得準.  兒子申請的11間, 是2 rejected, 3 waitlisted, 6 accepted.  
3) 說一點兒子的背景, 他是美國出生, 但在加拿大成長, 直至14歲回流讀IS, 大學又回到出生地.  父母不是美籍, 也沒有綠卡, 他絕對是美國大學制度下的受惠者.

我兒今年經驗，有些大學offer + scholarship同一時間出，有一些會先出offer ，之後一至三星期內再出scholarship。

另外我想問時間上交申請表時還沒有收到IB成績？即係US 嘅U 根本不考慮IB成績？

  ...

交申請表時用IB predicted grades.  不過, IB考試在5月, 放榜在7月, 但美國大學出offer是在3月底, 而且係unconditional offer.  所以拿了美國大學offer的同學, 跟申請英國或香港大學的同學相比, 心態輕鬆很多.   我仔係5月已經在申請大學宿舍, 6月出機票.
