How ESF determine student is in Cat 1 or Cat 2?

It states if the student only speak english and do not speak chinese. How to determine? How about having foreign passport? How about having chinese passport?
Any ideas? thanks.

They look at the application form only.  Passports are not the main factor.
They would also do screening at the interview.

1. Chinese passport is still in Cat 1
2. Cantonese speaking parent or kid will be put in Cat2 and doesn't matter what passport you hold.

Thanks. So even if the child only speak english but the parents can speak cantonese and english still in cat 2, no matter what passport the child hold? Thanks.
