Yes.  If it is not true, then it wouldn't be called the truth, would it?

How old is the kid? My reply will depend on the age of the person who asked the question.

It takes a very clever 7 year old kid to ask that kind of question.
2+2=4 or you are his parent is a truth which is always true.
Now is 11.55pm or this banana is yummy is a truth at the time of speaking - it may not be true at any other time - when the time is 9am or this banana has gone bad.
When the kid grows older, ask him to read AJ Ayer's Language, Logic, and Truth.

BTW, joeymos, don't cite this example to your small kid.  I did it once to my kid and it scared her to death.  She kept on asking me if I was really her dad. .

“Is Truth always true?" is a very clever question. When a 7 year old kid sincerely asks that question, we are dealing with a potential genuis like JS Mill. This can only happen perhaps once in a hundred years. The kid should be properly looked after. Send the kid to a good school!
