For years, expats and locals alike have bemoaned a dearth in international school places. But they're only only 89% full. What's the problem and can local Direct Subsidy Schools offer a cheap, viable alternative? Also, the government grants land at nominal premium, interest free construction loans and vacant premises to open more such schools. Are all schools being treated equally?
