They usually release the increased fee notice near summer holiday.  They have been increasing the fees every year since 2009.

They have been increasing fee every year since 2005, not 2009.  Yet in fact their capital reserve has been increasing for all these years...

Actually ESF kindie fees are also set to rise by 5% for 2013/14. A notice was emailed out last night.
"The Directors of ESL have set the level of kindergarten fees at ESF International Kindergarten, Hillside for the 2013-14 school year at HK$59,000 (HK$5,900 a month x 10 months).  This is an increase of HK$280 a month (4.98%)."

oh really? but this year school fee for WSF WKS remains the same as last year, 5850 per month, which was the dearest among the 4 kinders that I learnt from their website.

Maybe the increase won't be uniform among the four kindies - I'm not sure how they apply it across the different kindergartens. But it's likely all of them will seek an increase of some sort.
However I do remember a year (or 2?) ago, Hillside proposed an increase which was ultimately rejected by the Education Bureau, so that year, fees stayed the same!

Kindergarten Fees for the 2013-14 Academic Year - Wu Kai Sha

This year the Directors of ESL have set the level of kindergarten fees at ESF International Kindergarten, Wu Kai Sha for the 2013-14 school year at HK$61,400 (HK$6,140 a month x 10 months).  This is an increase of HK$290 a month (4.95%).

Where you get that info? While from the contract that I have signed, it is clearly stated the number of 5850

Yes, the contract (whether for ESF kindie or primary) will state the current fee level as the proposed increase is not yet approved by EBD. Once it's approved (if approved), the new fee will be applied in August. The current notification is simply to inform of the proposed increase, it is not for certain until approved by EBD.

Is the fee adjustment only applied to the ESF PIS or also to all the other ESF primary schools as well?

As far as I understand, kids enrolled into the ESF schools (not PIS) this Aug or previous years will continue to enjoy the "old fees"... that means even if the subventions is taken away, the fees remain the same as stated in our offer letter until year 13??

Is this the case?

The ESF Primary offer letter of $66,100 is the subvented amount for the current school year. Assuming Education Bureau approves the proposed increase to $70,000 per year, then this will be the new subvented amount ($70,000) for the coming 2013/14 school year.

No one knows what the non-subvented amount is yet as that will not apply to students going into ESF for the coming year.  Removal of govt subvention needs to still be tabled and approved by Legco, most likely next year (so likely to apply to new incoming ESF students entering in 2014/15.)

Yes, if your child enters ESF primary (or secondary) in 2013/14 school year, then they will be subvented for the duration of their remaining primary/secondary years in ESF. (Eg. A student entering Year One this fall - 2013/14 - will continue to be subvented right through to graduation from secondary school (ie. 13 years) so long as they stay with ESF.
