There are a lot of misunderstanding and incorrect information of SAT, AP here.
AP is similar to IB, AL. These are exams based on the curriculum taught at school. AP is much more flexible than IB or AL because you can take AP exams early, as long as you think you are ready. For IB and AL, most students sit for exam on the same year at the same time. Students sit for as many (as few) AP exams they like. Most schools have AP classes to prepare students for AP exams. The best thing is to talk to the school counsellor.
SAT is an aptitude test similar to IELTS or TOEFL (IELTS and TOEFL only test your english though). Again, you can write SAT when you are ready.
If you only have a short holiday, and want tutoring, get some classes for SAT.

Based on OLD information when I was a kid....
There was no penalty, but all attempts will be shown on your report. That means the school will know that you have taken the test 10 times if that's what u did and may draw a negative impression on that.
