Bath for sure. If only looking at ranking, here are 2 popular league table used for UK universities.
For complete university guide, Bath has been top 3 (2014-2017) university, and 5th this year.

Bath 比較安全, 犯罪率較低(University complete guide)
Bath: Civil engineering + Architecture

Leeds: Civil engineering + Transportation

兩個課程, 阿仔都話喜歡(我唔識). 老婆話安全最重要, 所以 Imperial College 收都唔俾讀.
