Your interest and passion should be your first consideration! If you don’t like the subject, it will be challenging to get through the 3-4 years and that would directly impact your performance and career choice.
Actuarial is a more specialized subject, and may land you a job more easily (esp in Hong Kong) than engineering.
Having said that, the opportunity for international/ global exposure with a UCL degree is priceless. I did my degree in UK too and would never regret making that decision. Also a degree is more than technical training, but a training for your leadership and critical thinking. Lots of engineers end up with jobs in other fields such as banking, consultants etc.
