咁一定有，你覺得筆錢（市價好似180萬）係閒錢咪試下，入唔到賣返出去，VSA債券買家港人為主，應該不會好似弘立債券咁因炒得太高最近大跌價

The purpose of holding a debenture is not to guarantee a placement.  It is clearly and explicity mentioned in the T&C of any debenture issued by any international school.  What it does is to allow a priority for giving an interview/assessment.  At the end, it is down to the performance of the kids.
