I think it is an interesting argument. Whether 外籍老師 can improve student's english skill. The answer could be yes or no. In my personal opinion, I would say it is not necessary. Native english speaking teacher may not be able to improve student's english skill in all aspects. However, it can help to build up student's confidence on english oral. Also, students can easily to aware the value on picking up a new language. English would be only medium communicating with Western. Ideally, that can increase their motivation on learning the language. For grammer and written skill, I don't think that is necessary for 外籍老師. Normal teacher should do the work.
For 語文科, I would give you an example. I have few friends coming from Singapore and Taiwan. They have charallenge on reading few major HK Chinese Newspaper due to localize cantonese slang. Therefore, I think the proper way on learning 語文科 is in mandarin. If teachers use cantonese to teach 語文科, students may confuse and mix cantonese slang with proper 語文.
Language learning should start from the enviroment. More opportunity to speak and listen, I believe that will be more chance to have better result. It is joke for western. The faster way to learn mandarin is to have Chinese girl friend - "leather bag dictionary". :
The last argument is about whether tight control would improve the motivation. Yes or no. I still believe parent should require to have certain levels of control to the kids. I can't complete agree with western approach to have that level of freedom to my kid. However, motivation should not be only done be tight control. If you take you kid to play with non-cantonese speaking child. I sure those can motivate them on language learning. Tight control should not be the only way for motivation.
In short, I would say there is no abolutely good or bad school. Each school should have their owned strength or weakness. The best school to some one is subjective and depending on many factors such as student's background, learning ability, attitude, parent's effort and expectation. Whatever the school pick, just fully contribute and feedback your comment promptly.
