Anyone can apply to universities in Hong Kong.
Students basically use internal school grades to apply to universities. (IB students would, on top of internal school grades, have to submit "predicted grades" too.) Some students chose to take exams like AP and SAT (SAT I and SAT II). They can also submit the results to universities but these are not compulsory.
A general guideline would be, students need to submit 4 years of secondary school grades to universities anyway. Universities believe that by looking at 4 years of school reports/transcripts they actually know a student better. So it is actually even more fair than merely looking at some final public exam grades. |
