I thought it is up to those high-paid bureaucracies to 'share' with the rest of the under-paid how they choose schools for kids, but I know the answer is as simple as $.
Just like in beginning of French Revolution the French Queen was told that their people didn't had enough (bread) to eat and then she said why they didn't eat cake instead?
In the same token, is it normal *IF* the chiefs in water department prefer distill water over tap water at their homes?
If I have enough $$$ I would always choose IS over local school or even migrate aboard to find a suitable school for kids.
