3rd choice=private.
4rd choice=average gov/sibsidary school, will change in p2.

You are right. But there is only a few good gov/sub school . One more requirement: English school (May be someone disagree). I think a DSS school has more resources, more flexibility and more freedom (to select good students/parents) than gov/sub school.
