根據 Oxford Advanced Learner's Dictionary(Rev. 3rd Ed.):-
afternoon=time between morning and evening
evening=time between sunset and bedtime
night=dark hours between sunset and sunrise or
          twilight and dawn

所以,我認為
afternoon=12nn-7pm
evening=7pm-12mn
night=7pm-6am

no rigid rules!

    .   half past five  -  say " afternoon "
        half past seven - say " evening "

       but From 5:30 pm to  7:30 pm.  How to say?

I used  Merriam-Webster Online Dictionary to check:
afternoon - the part of day between noon and sunset
evening - period from sunset to bedtime
night - the time from dusk to dawn when no sunlight is visible

So, I will split them as
afternoon - 12 noon - 6:00 pm (but in winter, sunset earlier, summer sunset later, so average, by 6pm, sunset already)
evening - 6:00 pm - 10 pm (many foreign families that I know, they go to bed by 10pm)
night - 10 pm - 5/6 am

At school quiz, I dont' think teacher will be so tricky to ask the borderline cases, that are the times that can be either way.

我問左公司同事, 佢話d鬼佬 5:30p.m. 都當係evening.

5:30pm to 7:30pm should be "Evening".
