I know Amazon doesn’t ask for OTP. This is called 3D security. They haven’t turned on this function as it is an international shopping site and accepts cards from different countries. Some countries do not hv OTP requirements. However in Hk, HKMA requires all card issuing banks to activate OTP . If merchants don’t require that, in case if your card information is being stolen and be used, merchants run the risk of charge back if the victims lodge disputes .
In your case, it is most likely your card issuing bank has activated some security measures to avoid your card being used fraudulently. Some indications of fraudulent activities are purchases being made in high frequency at peculiar time.
It is ultimately card issuer to decide whether they allow such transactions to proceed.
You might ask how credit card issuer allows the transaction to pass through without OTP. If merchants don’t turn on 3D security, they would reference to other parameters like exact billing address.
