世襲生佔900位 小一派位爭崩頭 (明報)

【明報專訊】升小統一派位將於下周六（1月14日）展開，教育局昨公布全港小學統一派位學額數目。今年參加升小派位的人數由去年約4.3萬人，增加逾2500人至4.55萬人，增幅5.8%，其中有逾900名「世襲生」佔據統一派位學額，令家長透過派位入讀心儀學校難度大增。

東區家長教師會聯會主席趙明指「世襲制」問題嚴重，令一般學生入傳統名校機會大減，認為當局應研究更完善小一派位機制，平衡世襲及非世襲的入學機會。津貼小學議會主席冼儉偉表示，「世襲生」問題常見於歷史較長的學校，學界會研究收生情况，再向教育局提出意見。

按現時政策，若學生的兄姊在學校入讀，小學必須在自行收生階段取錄該名學生；若學額不足則會佔用統一派位學額，令部分名校的統一派位學額遭「分薄」。今年本港有187所小學，遭上述「世襲生」佔用918個統一派位學額，數字與去年相若，當中23所學校更被佔用10個或以上學額。

以大埔舊墟公立學校（寶湖道）為例，該校今年提供150個小一學額，自行派位階段取錄64名「世襲生」，令該校統一派位學額僅餘56個；屯門保良局梁周順琴小學共取錄62名「世襲生」，超額取錄17人，令統一派位學額由75個減少至58個。

48校自行收生不足
另外，受惠於小一學生人數回升，今年自行階段收生不足16人「殺校線」的學校，由去年54所，減少6所至48所，當中18間學校收生不足10人，其中2間自行階段只取錄2名學生。

The root cause is increased no. of children population. This no. increased, of course, the chances of admission drop even that the no. of P1 places unchanged or even reduced.

自行派位结果公布后，上过一些小学网站和到过一些小学看结果，发现个别小学没有公布自行派位结果，是不是就没人报啊？

都不用報,自行多數是世襲的,大抽獎會多人恭喜.

計算「暫定統一派位」學額的正確方法：

派位學位總數   -  「自行分配學位」學額    -  「留班位」  = 「暫定統一派位」學額

actually I agree it doesn't have to be so accurate, but parents need to know where these seats come from.  The reason why I wanna raise it is because some people would mis-interpret these data and mis-understand the situation.  For example, conclude the missing seats as 太多「世襲生」.

For your information, if there are seats given up through discretionary places stage, there is a waiting list in case you are not aware of to fill them up.

At the end, the intention is to understand the system better for better decision.
