I asked this before. My BB's teacher said the 86 seats are for Net 41 only. Parents can check the school list attached.
If normal MC provides 200 seats that means the 1st round 104 seats have been taken and 10 seats for non-net applicant lucky draw.
or maybe
MC provides 190 seats , 95 seats were taken in 1st round, 86 seats left for net 41 lucky draw and 9 seats left for all applicants to lucky draw.
