Is it good to let my son being detained at P.4?

My P.4 son's class teacher informed me last week my son is one of the three in the class being considered not to be promoted to P.5 but might have to be detained at P.4!

What a shock! so far I just know his English is not good but I was told even his Chinese is also below average.  My son indicates he think he should be OK even after promoting to P.5 and not wants to stay at P.4. He doesn't want to be detained. My husband also thought it would be only waste time.  Now I have immediately employed a part-time private tutor to give him supplementary lessons even after examinaiton.

But I do think may be let him have a stronger foundation first and my son has been assessed that his writing skill and physical balance are one odd years lower than others in same age.  However, I feel worry that if he detains, he will be teased by other classmates. So I also consider to change to another school even detained.  But my son is not studying in traditional school, it may be worse for him to study in school with heavy homework load and frequent exams.

I will be informed the result next Friday. The teacher said the school still would consult parents' intention which will be the final and the school would not force paents.

Any opinion and advice?

小朋友知道要留班一定唔開心, 我家姐個女都係過來人, 佢都係小四時留, 不過當時我地全家人都支持, 無俾壓力佢, 重話係好事黎, 叫佢俾d心機打好基礎, 將來入間好d既中學.
今年佢升F2啦, 都入到間band 2學校.
家人既支持同EQ對小朋友心理影響好大架.

但夾硬升都無好處的。
如果你比佢升上小五，
佢一來要學新既野，
另一方面要追番之前唔識嗰D，
真係唔容易既，小五仲要呈分，
呢個banding 影響升中架。

小學三、四年級的課程是小學的一個重要轉捩點，比較深&轉變得比較多、快，留班一年打好學習基礎，未嘗不是好事。上到五、六年級的同學因要呈分，所以壓力比較大，但基礎已形成，操練+呈分壓力大於學習上的困難。
