If I accept the offer of DSS, am I still elligible for the lucky draw?
=>  No.  Because the DSS will ask you to sign an Undertaking Letter and this will submit to EMB.

If I accept the offer of private school, am I still elligible for the lucky draw?
=>  Yes.  But some of the schools will also ask you to surrender not to enter the lucky draw.  Some will ask you to sign a letter saying if they know from EMB that you enter the lucky draw, your seat will be cancelled in their school even they have accepted you child.

If I remember correctly, first round result is out by Nov, second round lucky draw result by June (during the school year when your kid is studying in K3).

Each school has different time, normally starts at Sept to Oct of K3.  Some new DSS start even one year ago before Sept of K3!  So maybe you can check with the schools you target at.
