If for primary students, I prefer 外國人. For younger kids I believe listening and speaking is more important.

Depend on what you want to learn, if you want to improve grammar and writing I think 預科生 can help, as they can explain to the kid in Chinese.  If you want to improve oral and listening you have to get a native teacher.
