ESF do occasionally try to re-balance their school placements if demand become too skewed. Island School is going to be redeveloped and some ESF primary parents have purposely moved out of the school's catchment zone to avoid the hassle. Demand is thus shifted to the other ESF secondary schools and ESF may try to even out the load by allocating some out of zone children to Island School.
What I meant was, not enough Year 7 places to allocate all Year 6 students.
The worst area is new territories.
Not anything new for students in NT to be placed in a secondary on the island.
Not saying it is common but it happened before.
