You can get better information from IBO website. I just briefly answer your questions as I am not an expert in IB.
1. IB has three programs:
PYP - for primary school; (age 3-12)
MYP - for secondary or junior high school; (11-16)and
IBDP - for senior high or F6-F7 standard in HK. (16-19)
IBDP examination results are used to apply for university admission internationally.
2. My understanding is IB required much higher English standard and students need to be more all-rounded, motivated and fit in their IB profile. Like DBS & SPCC also screened some students to study IB and not everyone, because some students more suitable to local curriculum and get better grades.
I am not sure about MYP. In IBDP, they focus on literature stuff and not traditional grammar stuff in local curriculum, the language proficency is the key.
You can also utilise the following website http://www.ibo.org/ to know more about IB basics and upcoming events and changes. Also, visit LPCUWC, SPCC and DBS's webiste and you can get some understanding how they run Pre-IB and or IBDP.
