I heard that CKY students need to speak English on Monday, Wednesday, and Friday, and speak Mandarin on Tuesday and Thursday. Is the policy strictly implemented?

If the teachers or prefects found anyone not followed, they will give them a friendly reminder which is sticked in the student handbook. The student needs to see the teacher should he/she's got 3. My girl said not many student's got the reminder. Her classmates (P2) have got at most 1 reminder. You might even found that they talk Eng on Saturday.
