As far as I know, the parents in UK or USA would accompany their kids to colleges when they move in the hostels. The parents want to meet the college staff and hall warden. The colleges may hold some programs for the parents to attend. This is the TRADITION of the parents to accompany with their kids to colleges and stay with them for several days before they return to their home towns.
In Hillary Clinton's book "Living History", Hillary Clinton wrote that the serving President and her accompanied with Chelsea to Stanford to clean the dormitory for Chelsea when she first entered Stanford. They traveled around the campus with her daughter. They went to Stanford because it is their tradition to do so.
