Do I need to purchase the debenture and pay for the capital levy at the same time, or can i choose not to purchase the debenture but only pay for the annual capital levy?

yes, you need to buy debenture for the entry and pay capital levy every year...

Oh, because I know that for some int'l schools, you can choose to either buy debenture or pay capital levy. That means SIS is different from them.
