No surprise as they always want to achieve higher fp holder intake and the children of these works should have rather strong educational background as well. I recently spoke with an old friend who is sitting in ESF board, he said they are undergoing changes to cater for the student population change, but they also anticipate expat will return, and they need to prepare for that.
Having said that, I doubt ESF would be the first choice for these workers under the scheme.

I guess ISF and the like would be more preferred for these mainland expats

But mainland expat families are always more difficult to get in ISF than true local families
