For Kindergarten, No, there is no allowance.

For Primary and Secondary School:
Either 75% of the school fee or max around $31,000(05/06) per year, whichever is lower, e.g. if the school fee is $1000 per month, then it would be 75% of the school fee, if school fee is $10000 per month, it would be a ceiling of $31,000 per year.  Most importantly, you have to check the list of school issued by Civil Service.  Some international schools are on list.
