Does anyone know how many pre grade 1 spaces are available to outsiders (ie those not from its kindergarten) and how many applicants were there in the last few years?

As far as I know, they have 80 seats for pre grade one and 72 kindergartners.. So less than 10 seats are opened for outsider..

ICS dont need to follow this rule.

This is not quite right, even school has private land or built from greenfield may have foreighn passport holders ratio to meet
